FIFA announces new loan regulations

FIFA is set to impose new rules that limit the number of players a club can have out on loan.

FIFA is set to introduce new rules on loan transfers to prevent clubs from stockpiling young talent, however, the rules will not apply to under 21 players.

The new rules are based on three main objectives, which are to nurture young players, promote competitive balance and prevent player hoarding. The new regulations will be effective as of 1 July 2022.

From 1 July 2022 to 30 June 2023, a club can have eight players out on loan and eight players in. From 1 July 2023 to 30 June 2024, a club can have seven players out on loan and seven players in. Finally, from July 1, 2024, the same rule will apply with a limit of six players.

As it was mentioned earlier, the players who come through a club’s youth academy or the players who are under 21 will not be affected by the new regulations.

This, indicates that the clubs can theoretically send an unlimited number of under-21 or academy-grown players on loan.
